Online gambling is legal in Colorado. The state approved state-regulated sports betting sites in 2020, but there are no state-regulated Colorado online casinos. Offshore gambling sites are available for Colorado residents, including casinos, and no state laws explicitly prohibit using offshore sites.

Colorado voters approved legal sports betting in 2019, including online sports betting. Beginning in May 2020, Colorado residents could enjoy sports betting on several events, including college and professional sports and fantasy sports. Casino gambling was not included in the law passed in 2019, so the state has no state-regulated online casinos. You can use offshore online casinos in Colorado because no laws specifically prohibit participating in online casino games.

Land-based gambling in Colorado is primarily limited to three specific casino towns: Black Hawk, Cripple Creek, and Central City. These towns were specifically chosen because they are secluded mountain towns, and the casinos were meant to improve their local economies. There are approximately 40 commercial casinos spread across these three towns.

When Colorado voters approved these commercial casinos in 1990, several restrictions were included. At the time, the casinos couldn’t accept bets of more than $5 per hand, could not offer craps or roulette, and had limited operating hours. Thankfully, voters passed another amendment in 2009 that raised the bet limit to $100, allowed craps and roulette games, and allowed casinos to operate 24/7.

Colorado also has two tribal casinos, operated by the Ute Mountain Ute Tribe and the Southern Ute Tribe. Both of these casinos are located in Southwestern Colorado, near the Utah, Arizona, and New Mexico borders. The tribes that operate these casinos choose to follow the same rules that the other Colorado casinos follow, so they also have $100 betting limits. However, section 11 of their Class III gaming compacts has a provision that could allow them to litigate higher stakes in the future.

In addition to casinos and sports betting, Colorado has a state lottery, daily fantasy sports, and horse racing. Arapahoe Park is the state’s only racetrack with live racing from June to September, or you can enjoy off-track betting around the state.

The Department of Revenue primarily oversees land-based gambling in Colorado. Of course, the Department of Revenue works alongside tribal leaders for the operation of tribal casinos. A voter referendum must approve all changes to Colorado’s gambling law. Here is some more information about the brick-and-mortar gambling facilities in Colorado.

Commercial Casinos and Sportsbooks

Colorado’s commercial casinos are all located in one of three mountain towns. Black Hawk and Central City are both located about an hour’s drive west of Denver. Cripple Creek is much farther south, about an hour outside Colorado Springs.

Each town has a collection of casinos, with approximately 40 options spread between the three locations. Black Hawk has the most options, with 15 casinos. Most Colorado casinos are open 24/7, and they offer a collection of slots, blackjack, craps, and roulette. Some casinos also have official poker rooms, while others just have poker tables on the casino floor.

Retail sports betting is also available in Colorado. Thirteen of Colorado’s commercial casinos have opened retail sportsbooks. Many of these locally-owned casinos have teamed up with larger corporations to operate as their bookmakers. For example, two of Black Hawk’s casinos (Isle Casino and Lady Luck) have partnered with Ceasars Entertainment, and Bally’s Black Hawk is operated by DraftKings.

Horse Racing

Horse race betting is legal in Colorado, but greyhound racing has been outlawed since 2014. Arapahoe Park in Aurora, Colorado, is the only racetrack for live racing, but you can also participate in off-track betting at several locations throughout the state.

Colorado continues to expand its sports betting operations. Sporttrade joined the list of the state’s sportsbook operators on August 22nd. However, exchange betting was not included in the Sporttrade launch because the state is still finalizing taxes and other regulations for that specific form of betting.

Governor Jared Polis signed HB23-1041 into law. This law prohibits Colorado residents from betting on greyhound races that occur in other states.

May

Colorado sportsbooks officially launched on May 1st. In-person sports betting was limited because of the Coronavirus pandemic, and online sportsbooks struggled because of a limited number of events. Fortunately, the sportsbooks continued despite low revenue. The 2020 NFL and MLB seasons made up for the slow start.

November

Voters in Colorado passed Proposition DD, which allowed for legal sports betting in the state’s commercial casinos and online.

2014
November

Amendment 68 aimed to expand casino gambling by allowing slots and video poker at racetracks in Pueblo and Mesa counties. Voters overwhelmingly rejected the amendment, indicating that there is not a strong desire for expanded casino gambling within the state.

Governor John Hickenlooper signed House Bill 1146 into law. This bill banned live greyhound racing in Colorado. The Kennel Club was the last greyhound track in Colorado, and it closed in 2009, so signing this bill was more of a formality for the state.

Voters approved Amendment 50, which expanded gambling in Colorado’s casino towns. The bill allowed casinos to raise the maximum bet limits from $5 to $100 per hand. It also allowed them to operate 24 hours daily and added craps and roulette to the list of acceptable games. While the amendment passed in late 2008, it did not go into effect until after a county election in Gilpin County in January 2009.

Governor Roy Romer signed gambling compacts with the Southern Ute Indian Tribe and the Ute Mountain Ute tribe, allowing them to operate Class III casinos on their reservations in Southwestern Colorado.

The sports betting bill that passed in 2020 allowed for a total of 33 sports betting licenses, and only 13 land-based sportsbooks have opened so far. So, it is likely that sports betting operations will continue to expand.

It is reasonable to think that the state will eventually expand its casino gaming laws to include online casinos based in Colorado. However, voters have rejected casino expansions in the past, like Amendment 68, which failed in 2014. Legislators may have to make a solid argument about the benefits of online casinos.
