Arwen isn’t the only character fans want to see again. Frodo, Legolas, Gandalf, and more could make surprise appearances, which many would be excited about.

Another reason you might want to stay away from Saruman or even Gandalf is that we have already explored many of their stories. Depending on how much the show writers think Saruman is needed is going to play a major role here.
Frodo Baggins (+500)
Another character we have already explored a lot is Frodo Baggins, which makes it hard to include him in our The Lord of the Rings: The Rings of Power predictions list. As we know from the films, Frodo inherits the One Ring from his cousin Bilbo.
Frodo’s main quest is to destroy the One Ring in the flames of Mount Doom in Mordor. On top of the fact that we have already seen basically all of Frodo’s journey, his not nearly old enough to make it to The Lord of the Rings: The Rings of Power cast.
He’s projected to be around 50 years old when he inherits the One Ring. But, again, the prequel is set thousands of years before the events in the Lord of the Rings movies. That doesn’t translate to a high chance of Frodo being in the show, which some fans might be sad to hear.
